Andy serves as Spring Garden Capital Group’s President where he is responsible for new product and market development, and also helps oversee the firm’s origination function.

Prior to joining Spring Garden, Andy was a Managing Director at Reinvestment Fund, a $1 billion impact investment fund, and as Chief Investment Officer of its Registered Investment Advisor subsidiary. In these roles, he led the organization’s originations, credit analysis and deal structuring teams during a period of substantial growth, and also raised more than $80 million in equity and debt capital from institutional investors for innovative impact investment funds focused on opportunities as diverse as bridge financing for performance-based social service contracts and clean energy project finance.

Andy has also served in a variety of public sector roles, including Interim Chief of Staff at the Philadelphia School District, Deputy Chief of Staff for Economic Development at the City of Philadelphia, and Chief of Staff to the Executive Director of the Port Authority of New York and New Jersey.

For the last several years, Andy has served as an adjunct faculty member for the University of Pennsylvania’s City and Regional Planning program, teaching graduate courses in economic development policy and real estate finance.

Andy is active in a number of community organizations. Most recently, Andy joined the board of the Philadelphia Foundation, an organization that focuses on philanthropic investment in the community to foster economic, civic and social vitality in Greater Philadelphia. In addition, he serves as a board member for the Philadelphia Green Capital Corporation, a non-profit spinoff of the municipal Philadelphia Energy Authority intended to find ways to use financing tools to support the clean energy transition in the City. Andy has also served on the boards of the Philadelphia Housing Development Corporation, the Philadelphia Housing Trust Fund, the Pan American Academy, the Fleisher Art Memorial, and The Bridge, a subsidiary of the Public Health Management Corporation.

Andy holds a Master’s degree from St. Andrews University in Scotland and a Bachelor’s degree from Princeton University.
